ORDINANCES FOR FIRST READING

Bill 27-2013– An Ordinance amending Chapter 7-313, Section 7-313.2(A)(2), entitled “Heavy Industry Zone (MH),” of the Codified Ordinances of the City of Harrisburg.

•Bill 29-2013 – An Ordinance repealing Ordinance 1 of 1997 and removing the Mayor of the City of Harrisburg as a member of the Police Pension Plan.

•Bill 30-2013 – An Ordinance of the City Council of the City of Harrisburg authorizing the City to enter into an Intergovernmental Cooperation Agreement delegating to the Pennsylvania Economic Development Financing Authority (“PEDFA”) the City’s rights and powers with respect to its on-street parking system, consisting of collection of meter revenues, rate-setting, and other non-enforcement matters, and approving PEDFA entering into a contract with the initial manager of the parking system to provide certain functions if approved by the board of PEDFA, and related matters.

•Bill 31-2013 – An Ordinance of the City Council of the City of Harrisburg authorizing the City to enter into an Intergovernmental Cooperation Agreement delegating to the Pennsylvania Department of General Services (“DGS”) the City’s enforcement power with respect to on-street parking and approving DGS entering into a contract with the initial manager of the parking system to provide certain enforcement functions, and related matters.

•Bill 32-2013 – An Ordinance of the City Council of the City of Harrisburg authorizing the transfer of City-owned off-street parking assets and other rights to the Harrisburg Parking Authority, and related matters.

ORDINANCES FOR AMENDMENT

•Bill 1-2013 - An Ordinance amending the Codified Ordinances of the City of Harrisburg, Appendix, Chapter 3 entitled Public Safety, to update the fee schedule for Burglar alarms and set forth a procedure for administration and enforcement of said fee schedule.

•Bill 3-2013 - An ordinance to amend Title 3, Chapter 3-901.5 of the Codified Ordinances of the City of Harrisburg and the corresponding Appendix, Chapter 3 entitled Public Safety, to broaden the category of fees recoverable for services provided by the City Bureau of Fire and to change a range of fees to adjust for increased associated costs and inflation.

•Bill 17-2013 - An ordinance amending the City of Harrisburg’s Official Traffic Control Map under Chapter 3-109 of the Codified Ordinances by restricting parking to 60 minutes on Reily Street between North 6th and North 5th Streets, and on North 6th Street between Boyd and Reily Streets.

ORDINANCES FOR FINAL PASSAGE

•Bill 28-2013 – An Ordinance amending the City of Harrisburg’s Official Traffic Control Map under Chapter 3-109 of the Codified Ordinances by extending the loading/unloading bus zone to span the length of the property located at 500 North 17th Street on the State Street side of the building which is located in the 1700 block in order to accommodate the needs of the newly opened Premier Arts and Sciences Charter School.

RESOLUTIONS

•Resolution 41-2013 – A Resolution approving the negotiated terms regarding the transfer of the sewer collection system, together with its associated assets and liabilities, and the transition of the water system and sewer system operations to the Harrisburg Authority.

•Resolution 42-2013 – A Resolution authorizing the engagement of Denise J. Smyler, Esquire, and Gerard W. Farrell, Esquire, of Ahmad, Zaffarese & Smyler, LLC, to perform legal services for the City of Harrisburg and City Council in the proposed parking transaction contained in the “Harrisburg Strong Plan” filed by the Office of the Receiver.

•Resolution 43-2013 – A Resolution approving the Addendum to Assignment, Amendment and Restatement of Municipal Waste Disposal Agreement.
