ORDINANCES FOR FIRST READING

ORDINANCES FOR AMENDMENT

•Bill 24-2013 - An Ordinance of the City of Harrisburg, Dauphin County, Commonwealth of Pennsylvania, electing to amend its Non-Uniform Municipal Pension Plan administered by the Pennsylvania Municipal Retirement System pursuant to Article IV of the Pennsylvania Municipal Retirement Law; agreeing to be bound by all provisions of the Pennsylvania Municipal Retirement Law as amended and as applicable to member municipalities.

•Bill 25-2013 – An Ordinance amending the City of Harrisburg’s Official Traffic Control Map under Chapter 3-109 of the Codified Ordinances by changing the flow of traffic from the 1600 to 1700 block of Liberty Street from a two way street to a one way street with traffic flowing exclusively in a western direction.

•Bill 26-2013 – An Ordinance approving an increase of the Earned Income Tax (EIT) on residents of the City of Harrisburg for calendar years 2014 to 2017 from 1% to 2%, of which 1.5% shall be revenues of the City, and the remaining 0.5% shall be revenues of the Harrisburg School District.

•Bill 3-2012 – An ordinance amending Section 3-133.10 of the Codified Ordinances of the City of Harrisburg, by increasing the parking meter rates

•Bill 4-2012 – An ordinance amending Chapter 3-109 of the Codified Ordinances of the City of Harrisburg (“Ordinances”) to modify the Traffic Control Map to install eighty-eight (88) two (2) hour parking meters in the area of Third Street from Verbeke to Harris, and on Reilly Street going east to William Street and to the west to Susquehanna Street.

•Bill 22-2013 – An Ordinance amending Chapters 2-707.16 and 2-707.20 to provide for base pension benefits in accordance with the Third Class City Code for employees of the Bureau of Police of the City of Harrisburg hired on or after the effective date of this Ordinance.

•Bill 23-2013 – An Ordinance amending Chapter 2-711, entitled “Residency,” of the Codified Ordinances of the City of Harrisburg, to eliminate the residency requirement for certain employees covered under Act 195 of 1970 (AFSCME), certain employees covered under Act 111 of 1968 (Fraternal Order of Police), and employees designated as management-level.

 RESOLUTIONS

•Resolution 17-2013 – A Resolution contingently exempting real property tax, earned income tax, net profits tax, and mercantile and business privilege taxes within specified geographic areas of the City of Harrisburg, Pennsylvania, to be designated as a Proposed Keystone Opportunity Expansion Zone in order to foster economic opportunities, stimulate industrial, commercial and residential improvements and prevent physical and infrastructure deterioration within the designated areas and authorizing application to the Department of Community and Economic Development for an approval of said designation.

•Resolution 22-2013 – A Resolution confirming the approval of the lease of certain property from the Harrisburg Authority.

•Resolution 24-2013 – A Resolution approving the request of Philip J. Dobson, Dobson Entertainment, Inc., to transfer liquor license #R-11823 from Vic-Tim, Inc, Washington Township, Dauphin County into the City of Harrisburg to be utilized at 1119 South Cameron Street, which is to operate as a full restaurant facility.

•Resolution 27-2013 – A Resolution approving the acquisition, ownership and operation of the Harrisburg Resource Recovery Facility by the Lancaster County Solid Waste Management Authority and approving a long term assignment, amendment and restatement of municipal waste disposal agreement.

•Resolution 28-2013 – A Resolution of the Council of the City of Harrisburg ratifying the Second Amendment to the Collective Bargaining Agreement between the City of Harrisburg and the Fraternal Order of Police Capital City Lodge No. 12.

•Resolution 31-2013 – A Resolution of the Council of the City of Harrisburg to ratify the Third Amendment to the Collective Bargaining Agreement between the City of Harrisburg and Local 521, American Federation of State, County & Municipal Employees, District Council 90.

•Resolution 35-2013 – A Resolution of the City Council of the City of Harrisburg approving the provisions of a term sheet describing a transaction for the Parking System of the City of Harrisburg and related matters.
